Contractor overcharged Portland property owners for boarding up broken windows, doors, report finds

The nonprofit Project Access NOW, which helps connect low-income people without health insurance to medical services, received an invoice from 1-800-BOARDUP, charging the nonprofit $541.07 for putting plywood on the door. Greg Sutliff, the vice president of finance for the agency, filed a complaint with the city.

Portland business and property owners who have fallen victim to vandalism in recent years faced another hit: The city contractor hired to board up their smashed glass doors and windows routinely overcharged for their service, the ombudsman’s office has found.

Stanley C. Kennedy Enterprise Inc., which does business as 1-800 BOARDUP, raised the price for their work by about $150 per customer, the office estimated.
